Discount based on Quantity are managed by the sugar module « Pricing Rules ». See below the form to create a record on this module:

This criteria is the SO quantity The checkbox « This criteria is the SO quantity » is to define the quantity (column quantity) printed in the SO in pdf. In the description of a product, the tag [quantity] is linked to this checkbox – see the screenshot below in red:
